Rules, cost and the build window
A pull-out caddy is internal carpentry, so HDB needs no approval as long as you keep the water point and floor trap reachable. Do not seal the trap behind a fixed panel. Condo MCSTs rarely care about an internal fitting, but confirm the works timing if the block restricts it.
