HDB Interior Design Singapore: Toilet Hacking Limits

carpentry 28 min read 0 views

HDB interior design Singapore projects almost always start with the same question: how much of the bathroom can we actually tear out? With more resale flats from the 1990s changing hands, hacking scope is the single biggest cost swing in a bathroom quote. HDB rules on structural elements and waterproofing decide what your contractor can touch.

What you can and cannot hack in an HDB toilet

The short version: finishes are fair game, structure is not. You can remove wall tiles, floor tiles, the vanity, the water heater, the WC and the shower set. You cannot hack structural walls, beams, columns or slabs, and that includes the reinforced concrete wall that some older toilets share with the household shelter or the service riser.

Two more hard limits catch people out. The household shelter is never renovated as part of a bathroom reconfiguration. Only light fittings and laminated flooring go inside, and the shelter door stays where it is. Second, HDB restricts how deep you can go into the floor screed. The original waterproofing membrane sits under that screed, and once it is punctured, water finds its way into the unit below.

  • Allowed: removing tiles, replacing sanitary ware, moving a shower mixer within the same wet zone, adding a niche in a non-structural wall.
  • Allowed with care: shifting the WC position, which needs a new soil pipe run and a raised floor or a rerouted stack connection.
  • Not allowed: hacking any structural wall, enlarging the toilet by removing a load-bearing partition, touching the household shelter walls.
  • Not allowed: full floor screed removal down to slab without HDB clearance and reinstated waterproofing.

Step by step: how a compliant toilet hack runs

I always tell homeowners the sequence matters more than the material choices. Get the order wrong and you pay twice.

  1. Confirm your contractor is an HDB Licensed Renovation Contractor listed in the HDB Directory of Renovation Contractors. Only an LRC can submit the permit for you.
  2. Mark out the toilet on site. Identify the structural wall, the pipe shaft and the household shelter boundary before any quotation is finalised.
  3. Apply for the HDB renovation permit. Processing takes about 2 weeks, so build that into your BTO renovation timeline or resale handover schedule.
  4. Hack tiles wall first, then floor, keeping the screed layer intact where the original waterproofing sits.
  5. Run new plumbing and electrical conduits for the heater, bidet point and mirror light while walls are open.
  6. Apply new waterproofing membrane, then flood test for 24 to 48 hours. Do not let anyone skip this. A leak into the flat below becomes your bill.
  7. Screed, lay tiles, then install sanitary ware and the shower screen last.

Noise rules apply throughout. Hacking and drilling run weekdays 9am to 6pm only, with no such works on Sundays or public holidays. Plan your hacking days early in the programme so quieter trades fill the weekend gaps.

Overlay or full hack: the honest cost comparison in HDB interior design

Tile overlay means laying new tiles over the existing ones. It saves three to five days and avoids screed disturbance. The trade-off is a raised floor of roughly 12mm to 15mm, which affects your door clearance and the fall towards the floor trap.

A full hack gives you a clean slate: new waterproofing, new pipe positions, level control from the slab up. For a 4-room resale flat where the original bathroom is 25 to 30 years old, I recommend the full hack. Old cast iron floor traps and corroded galvanised pipes are common in those blocks, and you only see them after the tiles come off.

Market ranges give you a sense of scale. A 4-room BTO renovation sits around S$30,000 to S$45,000 in total, and BTO bathrooms arrive with wet-area tiles and basic fittings already in place, so many owners simply upgrade the vanity and mixer. Resale renovation runs around S$50,000 to S$70,000 because of the extra hacking and rewiring, and two full bathroom hacks form a meaningful slice of that.

Design moves that work in a small HDB bathroom

A 3-room flat at roughly 60 to 65 sqm has tight bathrooms, and even a 5-room at about 110 sqm rarely gives you a generous master bath. Space planning beats square footage.

  • Wall-hung vanities free up floor area visually and make cleaning easier around the floor trap.
  • Recessed niches in the shower wall replace corner caddies, provided the wall is non-structural.
  • Glass shower screens instead of curtains keep the dry zone dry and stop the tiny room from feeling chopped up.
  • Large format tiles reduce grout lines, which matters in Singapore humidity where grout stains fast.
  • Sliding or pocket doors recover the swing space a standard door eats up, a classic HDB flat space saving move.

Material choice follows HDB approved practice. Quartz or solid surface for the vanity top, laminate carpentry for the cabinet body with a moisture resistant substrate, and anti-slip porcelain for the floor. Vinyl and laminate flooring belong outside the wet areas, not inside the shower.

Coordinating the bathroom with the rest of your renovation

HDB Interior Design Singapore: Toilet Hacking Limits

Bathrooms sit at the front of the schedule because everything wet has to cure. That means your tile selection, WC model and heater type need locking down before carpentry drawings are signed off. If you are also planning an HDB open concept kitchen or moving a wall elsewhere, all of it goes into one permit submission rather than a series of add-ons.

Electrical planning ties in too. Heater points, mirror lights, exhaust fans and a bidet socket all need positions fixed before tiling. Retrofitting a socket behind finished tiles means surface trunking, and it always looks like an afterthought.

Your bathroom is where hidden work costs the most to redo, so it deserves the same planning attention as your living room feature wall. When one team handles the permit, the hacking sequence, the waterproofing and the carpentry that follows, the joints between trades stop being your problem. That is the case for a whole-house customization approach: one set of drawings, one accountable contractor, and a bathroom that lines up with the flooring, the door heights and the storage plan across your entire flat. Talk to a designer who can walk your unit, read the structural layout and tell you honestly what can come down before you commit to a tile you have already fallen for.
