HDB and condo rules
HDB lets you fix shelves to the balcony parapet wall but not the railing, and you must not block the open feel or add full-height enclosures without approval.
Condo MCST by-laws are stricter on balconies because they face neighbours. A low internal shelf wall is usually fine, but check before you drill the parapet.
Within the 1-year defect liability period, report any crack from drilling to the builder. After that, the repair is on you.
Upkeep and resale
Wipe laminate monthly and check the tilt lip for warping. Bring paperbacks indoors during the wetter months so they don't spot.
