In an HDB household shelter, Custom Furniture has to be freestanding, because you may not drill, nail or fix into the shelter's walls, ceiling or floor. That single rule changes the whole approach, and it hands you something useful: storage you can unbolt and bring to the next home.

What you may and may not do inside a household shelter

Flats from the late 1990s onward include a household shelter, civil-defence infrastructure, not an ordinary storeroom. Its reinforced walls, ceiling and floor must not be drilled, hacked or penetrated, the door must stay operable and the ventilation openings uncovered. Allowed are freestanding shelving, removable racking on its own feet, and lighting off the existing point. A fix needing a screw into a shelter surface is not a fix.

Freestanding beats built-in here

A shelter in a 4-room flat of roughly 90 sqm is small, often 3 to 4 sqm; a 5-room at roughly 110 sqm may be slightly larger. Built-in joinery there wastes 18mm of board per division and cannot move once installed. Freestanding modular units bolt to a frame, move their shelf heights, and come apart with an Allen key. Sell or move and the shelving goes with you, rebuilt to a different width.

Measure your boxes before the room; it stacks better when the shelf pitch matches them:

  • Shelf depth 350–400mm suits standard plastic boxes; 450mm and above buries things at the back.
  • Clear pitch of 350–400mm handles most lidded boxes. Add one taller bay at 550–600mm for a suitcase or fan.
  • Leave a full-height slot around 300mm wide for the ironing board, ladder and rack.
  • Keep the bottom shelf 100–150mm off the floor so the space can be mopped.
  • Nothing above 1,800mm unless a step stool lives in there.

What makes this work is a knock-down system: cam locks, bolts through a slotted upright, or a steel frame with timber panels. Avoid glued and pinned joints; they are one-way. Keep modules no wider than about 900mm, since wider ones will not pass the shelter door. Moisture-resistant plywood is the right call: it holds a bolted fixing through repeated assembly and survives the damp. MDF sags under load and tolerates one unbolting at most. Solid wood is stable but heavy and costly for a room nobody sees, so steel uprights with plywood shelves are best.

Damp, ventilation and what should not go in

A shelter has limited airflow and no window, so it runs more humid than the flat. Leave 30 to 50mm between the unit back and the wall, and never block the ventilation openings. Tools, luggage and plastic boxes survive fine; paper, photos, leather bags and unused electronics do not. A rechargeable dehumidifier canister is cheap insurance you must check.

Older flats, condo rooms and permits

Flats built before shelters arrived often have a conventional store room with ordinary walls, so fixed shelving is fine. Most condo store and utility rooms off a yard are similar, though the MCST needs a renovation application, forbids hacking structural walls, and limits noisy works to roughly 9am to 5pm on weekdays. For HDB works the permit is required and the contractor must be in HDB's Directory of Renovation Contractors, with noisy work on weekdays only.

Cost, timeline and the sanity check

Storeroom shelving is among the cheapest items in any quotation, a few hundred to just over a thousand dollars, against a whole-home budget of S$30,000 to S$70,000. Carpentry takes six to ten weeks from drawings to installation, and a one-year defect warranty is standard. BTO owners have three to four years between launch and keys to work out what they own.

Do the sanity check first: pile everything you intend to store in a corner of the living room. Most people need half the shelving they were about to buy, plus one more tall bay. Build for that pile, keep it bolted rather than glued, and the storeroom stops being the room you shut the door on.
