Step-by-step soundproofing plan
- Place the washer on a rubber anti-vibration mat 10mm to 20mm thick to cut floor transfer.
- Set the machine on a laminate platform with a 50mm gap from the wall so it does not touch the slab edge.
- Build a laminate cabinet around the washer, an HDB-approved material, with a soft-close door.
- Add a second rubber pad under the platform feet to further dampen hum.
- Line the cabinet back with a non-structural acoustic panel fixed to the laminate, not the concrete wall.
- Keep the bomb shelter clear by 600mm if the shelter backs the yard; the shelter cannot be renovated.
- Hand the plan to an HDB Licensed Renovation Contractor for the HDB renovation permit, about 2 weeks to process.
- Do any drilling on weekdays 9am to 6pm, never on Sundays or public holidays.
Materials that dampen without breaking rules
Use laminate carpentry for the cabinet and a rubber mat under the machine. These are HDB-approved and light enough for a non-structural divider. Do not add ceramic or stone mass that loads the slab. Layout moves that help
Put the washer against the non-structural wall farthest from the bedroom. A fold-down ironing board on the same wall keeps the corner tight. If your flat has a balcony from about 2019, HDB does not allow it to be enclosed, so keep the laundry in the service yard. An open-concept kitchen nearby means you hear the machine less when the living door is closed.
Window and vent care
Keep the service yard window clear for drying. If the flat is above the regulated floor, HDB requires grilles for child safety and removal is regulated, so design the cabinet away from the window. A small vent fan on a surface mount moves humidity out without cutting the concrete. Declare the fan in the permit.

- Do not fix mass-loaded panels into a structural wall or the bomb shelter.
