Check the rules before you build

The bomb shelter and household shelter cannot be renovated, but a normal utility room can. You may hack non-structural walls and build carpentry as long as you keep structural elements untouched. Your HDB renovation permit is required before works begin, and processing takes about 2 weeks.
Use an HDB Licensed Renovation Contractor from the Directory of Renovation Contractors for any fixed works. The platform itself is light furniture-grade carpentry, but if it is built-in and fixed to the wall, it sits under the permit. Plan it in the application so there is no stop-work order later.
Choosing HDB approved flooring under the platform
HDB approved flooring such as vinyl or laminate works well as the base under a platform. Lay it first, then build the frame on top so the floor stays protected and the platform can be removed without damage. Avoid ceramic tiles under a built-in frame because future removal is messy.
I prefer a moisture-resistant board for the frame in utility rooms, since these spaces sit near bathrooms and can trap humidity. A vented panel on one side lets air move and stops mould from forming inside the storage cavity.
Step-by-step build process
Follow this sequence with your contractor:
- Measure the room and decide the platform footprint, leaving at least 60cm of clear floor to walk around it.
- Choose a lift-up top or front drawers based on how often you access the space.
- Lay the vinyl floor and a thin underlay for sound buffering.
- Build a framed box with 40 by 40mm supports spaced 40cm apart for a load-safe top.
- Add gas hinges if using a lift-up lid so it stays open while you reach in.
- Fit the mattress directly on the framed top with a non-slip pad underneath.
- Seal edges with a thin trim so the utility room looks finished, not rough.
Each step takes half a day at most. The whole piece is usually done within a week once the permit clears.
