Singapore HDB Renovation Guide: Bomb Shelter Conversion
This HDB Renovation Guide Singapore explains how to use the bomb shelter as a storeroom or study without breaking the structure. I cover what you cannot touch, how to add carpentry outside the shelter walls, and the HDB rules that keep your flat legal. Around 80% of Singapore lives in HDB flats, so getting the shelter right is a 2025 job most owners face.
What the bomb shelter can and cannot be
The shelter is solid concrete for a reason. You can use it as a storeroom, pantry, study or display space, but you cannot alter the shell.
I tell owners to treat the four walls as fixed. Work around them, never into them.
- Do not hack structural walls, beams or columns. That is prohibited.
- Leave the RC ledge alone, it is not a shelf to remove.
- Keep the shelter door and its frame as issued, just paint is fine.

The room works best as a quiet study or a deep pantry. The thick walls make it the coolest spot in the flat.
HDB Renovation Guide Singapore: carpentry outside the structure
You cannot fix cabinets into the shelter's structural surfaces. The smart move is free-standing or wall-leant units placed inside.
A simple frame on the floor holds shelves without touching concrete. Build it to the room, not the other way round.
- Measure the door swing and the ledge before you cut any board.
- Choose E0 boards, the sealed room traps smells otherwise.
- Leave a gap at the back so air moves and damp stays off.
Carpentry install needs no permit on its own. It is the fixing into structure that HDB will flag, so keep the unit freestanding and you are safe.
HDB rules you must follow
The shelter door must stay clear and work as an exit. Do not box it in or block it with a shelf you have to move every time.
Windows and grilles, if any, need HDB-approved fittings fitted by a BCA-trained worker. Since 2011 openable windows need safety restrictors, and you maintain them.
- No relocating toilets or kitchens, that stays prohibited.
- Floor load must stay under 150kg per square metre, do not stack tiles there.
- Noise runs 9am to 5pm weekdays for loud work, nothing on Sunday or public holidays.
Permit approval takes up to three weeks. Simple jobs clear in three to seven days, and a BTO permit is valid three months while resale gets one month.
Smart uses that work
I like the shelter as a paperwork and filing room. The quiet suits it and the door hides the mess.
Others turn it into a pantry with freestanding racks, or a small study with a desk that pulls out and puts away.
Custom carpentry is a 2026 trend, but here the rule beats the look. A loose unit you can carry out beats a built-in you will be ordered to remove.
Use the shelter as found, dress it with movable carpentry, and keep the door clear. You get a useful room without ever touching the structure HDB built to protect you.
